Negotiating the maze of US government funding

Workshop objectives

This interactive workshop will be delivered by our USAID Specialist Consultant, Steve Kroll. The aim is to reinforce key aspects of winning and effectively implementing US government (USAID, Department of State, CDC etc) funding.

The workshop will commence with a basic understanding of Assistance (grants, cooperative agreements) vs. Acquisition (contracts). As most organisations attending will currently have cooperative agreements, we will cover the key compliance requirements that are critical to know, from the time you read a Request For Application, through negotiations with USAID/CDC/DOS, to implementation, and then close-out. The workshop will cover the following specific areas:

  • Application of Regulations
  • Procurement Regulation
  • Source and Nationality
  • Cost Principle Prior Approvals
  • Budget Revision
  • Fixed Amount Awards
  • Indirect Rates
  • Close-out

Your facilitator

Steve Kroll is a CPA with 27 years of diversified experience in for profit and not for profit sectors. He has extensive experience and expertise with international operations and foreign aid funding.

Steve worked at USAID for six years, latterly as the Chief of Contract Audit Management Branch. In this role he developed and managed USAID’s financial audit branch which was responsible for financial audits of approximately 1000 US based for profit and not for profit organisations. He also provided expert accounting and audit guidance, and liaison services to USAID’s 120 contracting officers located worldwide; controllers, activity managers, general counsel and US and non-US based recipients.

Steve has also served as Interim CFO and Vice President of International Operations at the Elizabeth Glaser Paediatric AIDS Foundation.

More recently, Steve has been providing advice to clients on compliance issues involving Federal funding and restructuring organisations’ indirect rate structure to increase competitive position and accountability.
